Wheeling 2000... Update

Follow-up on recommendations from the "Wheeling: 2000 and Beyond Project" is well underway. Active committees include Economic Development, Education, Diversity, Image/Public Relations, Infrastructure, and Government/Community Services.

The Economic Development Committee has been meeting on a regular basis, focusing attention on formation of an independent non-profit Economic Development Corporation. Related activities include development of a questionnaire for local retail and industrial businesses, focus group planning, research on existing economic development corporations in other communities, preparation of incorporation documents, and funding options. The committee has 20 members, representing a cross-section of residents, businesses, and government.

The Education Committee includes representatives from School District #214, School District #21, Harper Community College, Indian Trails Public Library Pavilion Senior Center, Wheeling Township, and the Wheeling/Mount Prospect Volunteer Resource Center. Additional representatives from other local agencies are being sought. The focus of the committee is on development and implementation of public and private sector partnerships that promote lifelong learning dedication of formal learning to the preparation and training of individuals for the school-to-work transition; and problem solving, decision-making, and group process training for local leaders. The committee hopes to establish such activities as an ongoing, expected component of life in Wheeling.

Community forums on diversity and "Meet Your Neighbor" block parties are among the events which the Diversity Committee has been discussing as ways for community members to get to know each other better. This committee has been in contact with our Human Rights Commission regarding activities which are intended to promote harmony and understanding among all who reside or work in Wheeling.

A weekend learning academy, a community cultural event, and a service excellence program are events which are being planned by the Image/Public Relations Committee. The first two activities are intended to provide special opportunities for learning and fun for all residents of our area, while the service excellence program is intended to offer joint training for public sector personnel to assure the best possible service delivery.

The Infrastructure Committee has begun to review aesthetic improvement options for our village rights-of-way. In addition, this committee is looking at other public and private projects which would enhance the attractiveness of our community.

Finally, the Government/Community Services Committee has had discussions related to improving communication between our local government agencies and the general public, and regarding the need for a place where young people can go for unstructured, but supervised, activities. It appears that this committee will work closely with the Image/Public Relations Committee.

Wheeling Human Rights Commission
Welcomes Your Ideas and Your Support


I n the year since its formation, the five member Wheeling Human Rights Commission has met regularly to organize and to plan for the future. They will meet the second Tuesday of every month at 7:15 p.m. at the Village Hall. Commission members are Eloise Frye, Edwina Greene, Susana Layug, William Maloney, and Paul Safyan.

The Commission has developed procedures for hearing and attempting to resolve citizen complaints of discriminatory practices in housing, employment, and social and professional conduct within the village's borders.

But the Commission sees its role as much more than a place to investigate racial, religious, ethnic, and sexual discrimination. The Commission members believe that human rights mean the rights of all individuals to receive respect in all circumstances.

Next year, the Commission will launch an educational campaign to promote one of the village's greatest strengths: the diversity of its citizens. Among the events being planned are a poster contest and children's and adult programs focusing on themes to combat bigotry.

Like many members of our community, the Human Rights Commission wants to take an active role in promoting cooperation and appreciation among Wheeling's diverse groups. Recently, there has been a great deal of local and national focus on combating hate crimes and violence towards members of various ethnic groups. In Wheeling, we have the opportunity to showcase the benefits of ethnic groups living in harmony.

The Human Rights Commission looks forward to seeing you at its meetings this fall. It will keep you informed of its activities in this newsletter.

New Flood Insurance Coverage

Effective June 1, 1997, all new or renewal flood insurance policies will include a new feature called INCREASED COST OF COMPLIANCE COVERAGE. In addition to any flood damage claim, up to $ 15,000 will be paid toward bringing structures into compliance with National Flood Insurance requirements. This applies to structures which are located within Special Flood Hazard Areas and which are substantially damaged (over 50% of Market Value) by FLOODING ONLY. This compliance may involve elevating, moving, or demolishing the structure, depending on the nature of damage and location of the structure.

All policies will see an additional premium for this coverage which will range from $75 for structures within the Special Flood Hazard Areas to $6 for those not located in Special Flood Hazard Areas. This coverage is mandatory, with these premiums being added to all policies nationwide.

'Friends Helping Friends'

The Wheeling Park District has developed a fund raising group called "Friends Helping Friends" The current recipient is Tim Lutz, a part-time employee with the district. He has been diagnosed with cancer and does not have medical insurance to cover the catastrophic medical costs that will be incurred. In the nine years that Tim has been a volunteer coach for the Wheeling Park District, he has touched the lives of hundreds of youngsters. He has helped the youth of Wheeling learn and develop athletic skills while instilling a sense of sportsmanship and teamwork.

"Construction Zone" Businesses
Appreciate Your Support


The Wheeling/Prospect Heights Area Chamber of Commerce and Industry is working with the Village of Wheeling on a Public Relations Program to help promote and increase business in the Milwaukee Ave. and Dundee Road construction zone.

A Task Force Committee includes Chamber member businesses: Amenca's Car Wash, Bob Chinn's Crab House, Buca di Beppo, Cole Taylor Bank, Crawdaddy Bayou, Edwardo's, Hackney's, Kolssak Funeral Home and the Village of Wheeling President, Manager and Community Development Director.

SWANCC Open House

On Saturday, September 6, 1997, the Solid Waste Agency of Northern Cook County (SWANCC) will host another public open house at the Wheeling Township Transfer Station, 10:00 a.m. - 1:00 p.m. Visitors will see the garbage processing operations, the 1997 "Art of Garbage" display, and the Recycle House. An Ordinance You Should Know

The Wheeling Police Department reminds residents to be considerate of your neighbors and clean up after your dog. It is a violation of the Wheeling Village Ordinance, Chapter 7.10, Sections 7.10.010 and 7.10.020, to fail to clean up after your dog. Keep the parks and parkways beautiful for all to enjoy. Volunteers will go out in teams of two to visit our homebound friends who may be recovering from illness or who may just need some friends to talk to. The Caring Hearts will reach out to all Pavilion Members and Village of Wheeling residents ages 55+.
